Abdallah Makki Muslih al-Rufay’i is a U.S-designated ISIS senior leader. Al-Rufay’i serves as emir of the Bilad al-Rafidayn, ISIS’s Iraq division within the terror group’s General Directorate of Provinces (GDP) offices.
