Saudi national Tirad al-Jarba, a.k.a. Abu Muhammad al-Shimali, is a U.S.-, U.N.-, and EU-designated terrorist and a senior member of ISIS. Shimali had previously been floated in Western media as a possible successor to Abu Muhammad al-Adnani, ISIS’s former spokesman and head of its external operations unit. Shimali helped organize ISIS operations outside of the so-called caliphate since mid-2014. Shimali was born in Iraq in 1979, but became a naturalized citizen of Saudi Arabia in 2003.
