Khaled Hussein is allegedly a member of the London-based Islamic Thinkers Society, an alias for al-Muhajiroun, a U.K.-designated terror group. Based in the Sahel, al-Mainuki is a leading official in the Lake Chad division of ISIS’s General Directorate of Provinces (GDP) offices. Al-Mainuki has reportedly held a regional commander position within ISIS since the execution of Islamic State West Africa Province (ISWAP) leader Mamman Nur in 2018. Ahmed Abd al-Hadi is Hamas’s representative in Lebanon. He succeeded Ali Bakara in that role in January 2019. As Hamas’s representative, Hadi has facilitated meetings between Hamas and the Lebanese government, as well as other countries that maintain a diplomatic presence in Lebanon. In late June 2021, Hadi joined a Hamas delegation in meeting with Lebanese caretaker Prime Minister Hassan Diab. The delegation included Hamas Political Bureau leader Ismail Haniyeh, deputy political leader Saleh al-Arouri, and senior officials Khalil al-Haya, Izzat al-Rishq, and Osama Hamdan. They also met with Lebanese President Michel Aoun, parliamentary speaker Nabih Berri, and Hezbollah Secretary-General Hassan Nasrallah. Nonetheless, an October 2021 report by the ALMA Research Center found Hamas had been increasing its presence in Lebanon but also angering Hezbollah. According to the report, Hamas had hundreds of people in Lebanon working under the group’s “Construction Bureau,” out of Palestinian refugee camps in the country. Despite Hamas’s designation as a terrorist entity by the United States, Canada, and multiple European countries, Hadi has also met with U.N. officials while serving in Lebanon. On November 9, 2022, he met with Tor Wennesland, the U.N. special coordinator for the Middle East peace process. Senior Hamas official Mashhour Abdul-Halim also attended the meeting in Beirut. Obeid has also taken an adversarial stance with the Palestinian Authority (PA), which oversees the West Bank. Israel’s Ynet News reported in January 2018 that Obeid had been appointed as Hamas’s new West Bank military commander after the previous commander, Saleh al-Arouri, was appointed deputy leader of Hamas in October 2017. In August 2020, Obeid called for the creation of a national committee comprising all Palestinian factions and political forces to address the issue of Jerusalem and defend it from perceived Israeli aggression. Baruch Goldstein was an American-Israeli dual citizen and ultranationalist terrorist who shot 29 Palestinian Muslims to death and wounded 125 more in the Cave of the Patriarchs massacre in Hebron, West Bank, in 1994. Survivors of the attack eventually stopped him from shooting and killed him. Goldstein, a follower of Israeli ultranationalist Rabbi Meir Kahane and activist in Kahane’s political party, Kach, remains admired by some Kahanists today.

Goldstein was known for his militantly anti-Arab views, but was still permitted to serve in the army reserves and, according to the Independent:

… had full access to security information about the Tomb of the Patriarchs, which made his mission simple to carry out. Goldstein was even listed as the army doctor in case of emergency at the sanctuary and was frequently called on when clashes occurred. Goldstein’s exact impetus and motives for the massacre remain in question. Testimony to a commission established by the government to investigate the incident claimed that Goldstein was anguished by the Israeli government’s transfer of territory to the Palestinian Authority pursuant to the Oslo peace process. The timing of the massacre, the Purim holiday, has reinforced this view of Goldstein’s actions as constituting proactive self-defense. Purim commemorates the events recounted in the biblical Book of Esther. In the biblical story, which is thought to have taken place in the 5th century BCE, Haman, a wicked senior official in the Persian Empire, plots to kill the empire’s entire Jewish community. However, his plans are foiled and the Jews fight back, preemptively killing those who sought to do them harm. Goldstein’s actions have had repercussions in Israeli politics. Yigal Amir, an Israeli ultranationalist who assassinated Rabin in 1995, claimed that he was inspired to do so after Goldstein’s attack. Amir went to Goldstein’s funeral and said later that after speaking with some of the terrorist’s friends, he had come to understand that “this is not just some fanatic, extreme community, but one that is fighting very hard for the nation.
