Afghanistan Content Report

The Counter Extremism Project (CEP) regularly compiles the propaganda output of al-Qaeda and ISIS affiliates operating in Afghanistan to help inform the public understanding of the evolving terrorist dynamics in Afghanistan. CEP's Afghanistan Content Report series ensures this raw material is available to the wider expert and terrorism analyst community, including through a rough translation of the original texts into English, which can build long-term analysis of the development of the propaganda strategies of these groups and therefore support a thorough analysis of the terrorism threat.

Afghanistan Content Report: January 20 - February 2

Jamiat Ulema-e-Islam, which the Taliban supports, is participating in the Pakistani election. ISIS has encouraged attacks on election facilities and has condemned democracy as blasphemy. ISIS took credit for killing a political candidate in Bajaur province, Rehan Zaib Khan. Pakistan continues to deport Afghan refugees. The Pakistani Taliban (TTP) spokesperson stated that the group would not attack the February 8 election or those running for office. It is unclear if all share this attitude in TTP leadership.

Criminal punishments handed down by the Taliban do not correspond to religiously mandated punishments. Attacks by unknown individuals have occurred in Khyber Pakhtunkhwa. The governor of Badakhshan Province allegedly asked local officials to report suspected Salafist imams to Taliban intelligence. Taliban envoys visited Moscow to conduct talks with Russian officials.

The Taliban defense minister, Mullah Mohammad Yaqoob, traveled to attend the Doha International Maritime Defense Exhibition and Conference. The U.S. operates drones in Afghan airspace. The Taliban allegedly prevented an attack on the Russian embassy on March 3. Unknown individuals killed the vice president of the Balochistan Shiite Conference in Quetta.

The Taliban do not enforce religious law and have sought to appease the West.  A Taliban member was spotted in Kabul with a large quantity of cash in a clear plastic bag. This incident is portrayed as an example of corruption. Weapons stockpiles maintained by the Taliban are insecure. The first official ISIS video from Khorasan Province since December 2022 was released on February 18.

Afghanistan Content Report: February 3 – February 9

A Hazara leader was killed in a U.S. drone strike in Syria targeting Iranian proxy groups. The U.S. and the Taliban are cooperating in the fight against terrorism. The Iranian ambassador and special representative to Afghanistan said on Iranian television that the Taliban are part of the Axis of Resistance. The Taliban deputy prime minister stated that they want United Nations recognition and an end to sanctions.

Fact:

On October 7, 2023, Hamas invaded southern Israel where, in the space of eight hours, hundreds of armed terrorists perpetrated mass crimes of brutality, rape, and torture against men, women and children. In the biggest attack on Jewish life in a single day since the Holocaust, 1,200 were killed, and 251 were taken hostage into Gaza—where 101 remain. One year on, antisemitic incidents have increased by record numbers.
